The argument
Every South African financial institution using AI today is making a sovereignty decision. Most are making it by accident, by whichever cloud region a vendor happened to default to.
POPIA does not ban AI. It asks a narrower question: whose jurisdiction is the answer computed in, and can you prove it. Getting that answer right is an architecture decision, not a checkbox — and it is one most institutions have not consciously made.
